Evaluating Practice to promote System Improvement

In order to “Foster regional and Local system integration efforts pertaining to assessment and intake of adult students” (objective 2.1) we were introduced to a tracking and referral program that was under development. After regular practice and many consultations with the creative team behind the product, we began to realize (as a Consortium) that the system being developed would not be a good fit for our intended purposes. Though we decided as a Consortium to not continue with the development of said referral system, the goal remains to link programs and provide uninterrupted services to the Adult Education population to realize their individual educational goals.
The SMRC took a multileveled approach, beginning with aligning it assessment processes. Both the AEC and SMC are WIOA II recipients and administer CASAS e-Testing. Resources were expended in order to purchase more technology to assist with student e-testing. The SMRC also funded joint professional development opportunities for faculty and staff in order to promote best practices and to be more in alignment with one another. The result led to greater communication between both faculty and staff and both sites. The largest effort was to create a student tracking and referral process. Despite the time and effort, the product-in-development did not meet the needs of a small consortium.
As a result, SMRC is excited to have clear assessment practices. Professional development opportunities, including joint opportunities, have now become part of our consortiums annual and three year plans, as a result of the success of offerings we provided through Data and Accountability. The SMRC funded a computer software program to seamlessly refer and track students and student services from SMMUSD and SMC to regional community partners and employers. Because of the small size of our consortium, the particular product was not the best fit for our programs. The Consortium is now using the experience learned from its attempted implementation in order to build or find a system that will better suit our needs in order to address our needs.
More than 1,500 adult learners receive orientation, assessment, follow-up services and career development every semester. In addition to the existing programs in adult basic education, GED and English as a second language (ESL), SMMUSD plans to include an ESL distance learning course offering further support of Santa Monica-Malibu adult learners. We will begin our first ESL classes at the Los Angeles County Public Library – Malibu branch, this Fall and continue to evaluate the educational and programmatic training needs of our local Westside population.
